Method and caveats

Every school figure is the DOE’s own: in its words, the “% of students who took the [exam] Regents in the current year who scored 65+”, published with the number of students in that denominator. We read the 11 pct_regents_pass_* metrics of the School Quality Reports multi-year dataset (29,430 rows, of which 24,971 carry a rate). Definitions are in the DOE educator guide.

A school year is labelled by its two calendar years: 2024-25 is the school year that began in the fall of 2024. The DOE published no Regents rates for 2019-20 or 2020-21. The rate counts the students who sat the exam at that school during the year; it is not the share of the graduating class that passed.

The DOE withholds a rate when fewer than 15 students took the exam; those 4,459 cells stay blank here and are left out of every city or borough figure. City and borough rates are ours: the sum of (rate × test takers) over the schools with a published figure, divided by their test takers. They are not an official DOE or NYSED statistic, and because withheld schools are left out they are not identical to the state’s own NYC total.

From 2024-25 the DOE reports Living Environment together with the new Life Science: Biology exam, and Earth Science as “Earth and Space Sciences”. Transfer schools and Young Adult Borough Centers are included and labelled: they serve students who are over-age or behind in credits, so their rates are not comparable with a four-year high school.
